Job Summary

The Procurement Engineer will oversee end-to-end procurement and supply chain operations for oil and gas projects, with a major focus on international sourcing and vendor coordination. The role involves ensuring technical compliance, commercial accuracy, and prompt material delivery while maintaining proper documentation and effective coordination with internal and external stakeholders. The successful candidate will report directly to the General Manager.

Key Responsibilities

Procurement Execution:

  • Coordinate the sourcing of materials, equipment, and services in line with approved procurement plans and project requirements.
  • Prepare and issue RFQs to pre-qualified vendors while ensuring timely vendor responses.
  • Support technical and commercial bid evaluations by reviewing vendor quotations.
  • Prepare and process purchase requisitions and purchase orders in accordance with internal approval procedures.

Technical Compliance & Documentation (International):

  • Review and verify vendor technical submissions against project specifications, engineering drawings, and relevant industry standards such as API, ASME, and ISO.
  • Work closely with Engineering and Project teams to resolve technical issues and maintain alignment.
  • Maintain updated procurement records including datasheets, technical clarifications, and evaluation documentation.

Vendor Management & Coordination:

  • Serve as a key point of contact with vendors regarding pricing, delivery timelines, technical specifications, and required documentation.
  • Monitor supplier performance and address delivery or quality concerns, escalating issues when necessary.
  • Assist with vendor prequalification activities and maintain accurate vendor database records.

Delivery & Logistics Coordination:

  • Monitor procurement progress to ensure compliance with delivery timelines.
  • Collaborate with logistics and site teams to support timely material deliveries.
  • Support expediting processes, inspection coordination, and material receipt activities.

Reporting, Compliance & Governance:

  • Prepare procurement-related reports including RFQ logs, bid analysis trackers, and delivery schedules.
  • Ensure compliance with procurement policies, ethical standards, and documentation procedures.
  • Support internal audit activities and contribute to project close-out documentation.
  • Operate within approved authority limits without independent contract or purchase order signing authority.
  • Participate in vendor negotiations within approved technical and preliminary commercial discussion scope.

Requirements & Qualifications

Qualifications & Experience

  • Bachelor’s Degree in Engineering (Mechanical, Electrical, Chemical, or related discipline).
  • 8–10 years experience in procurement or project engineering within oil & gas or heavy industry.
  • Strong knowledge of oil & gas materials, equipment, and vendor documentation processes.
  • Proven experience handling RFQs, bid evaluations, and procurement documentation.

Skills & Competencies:

  • Strong technical ability with capacity to interpret engineering drawings and specifications.
  • Excellent attention to detail with strong documentation and process management skills.
  • Effective stakeholder communication and coordination abilities.
  • Ability to manage multiple procurement activities and competing priorities.
  • Good commercial understanding including pricing structures, lead times, Incoterms, and delivery conditions.
  • Proficiency in MS Excel and ERP/procurement systems.
