Key Responsibilities

Task and Responsibilities

  • Work with environmental, socioeconomic, and/or health consultants and the Project Team (PT) to oversee preparation of the project's Emergency Support Group (ESHIA) and Environmental Management Plan (EMP).
  • Develop, coordinate functional endorsement of, and implement the project's Regulatory Compliance Plan and Environmental Management Plan, including preliminary versions.
  • Support the project's Safety, Health and Environmental (SHE) Manager in Environmental & Regulatory (E&R) activities, including identifying and implementing best practices and lessons learned.
  • Provide input to the Environmental Business Planning process.
  • Obtain required project permits, licenses, and approvals in a timely manner while tracking compliance status.
  • Interface with project design and execution teams to ensure environmental, socioeconomic, and health requirements are integrated into project designs and execution plans.
  • Provide input to SSHE coordination procedures for EPC Invitation to Tender (ITT) packages regarding environmental, socioeconomic, and health matters.
  • Support cost and schedule estimates related to regulatory approvals and E&R deliverables for the SHE Manager.
  • Recommend and oversee implementation of environmental, socioeconomic, and health mitigation measures.
  • Work with EPC contractors to develop acceptable E&R plans such as Environmental Management Plans, Waste Management Plans, Spill Response Plans, Socioeconomic Action Plans, and Health Plans.
  • Review EPC contractor E&R plans and deliverables for compliance and completeness.
  • Provide guidance on regulatory compliance and E&R performance in line with host-country regulations, project obligations, and agreements.
  • Develop and implement EMP performance monitoring procedures.
  • Coordinate EMP implementation and monitoring with Site Construction Managers and Supervisors.
  • Support EPC contractors and project teams in EMP implementation and environmental performance.
  • Conduct routine inspections and assessments of EPC contractor work sites.
  • Investigate, document, and report environmental and regulatory compliance issues and non-compliance cases.
  • Ensure timely completion and submission of E&R monitoring and reporting documentation.
  • Prepare internal and external E&R compliance and stewardship reports for regulatory and lender requirements.
  • Coordinate environmental, socioeconomic, and health technical experts engaged for project tasks.
  • Support special studies, tasks, and reports related to environmental and regulatory compliance.
  • Manage communication flow between field locations and the SHE Manager on E&R matters.
  • Coordinate and participate in environmental and regulatory training and awareness sessions for project teams and workers.

Requirements & Qualifications

  • Previous experience in a closely related position.
  • University Degree in Natural Sciences, Environmental Sciences, Natural Resource Management, Social Sciences (e.g., Anthropology, Sociology), Engineering, or other technical fields related to E&R management.
  • Relevant experience in environmental, socioeconomic, or health fields, preferably within construction or extractive industry projects.
  • Knowledge of external project financing is desirable.
  • Knowledge of specific country regulations is desirable.
  • Strong English speaking and writing skills are required.
  • Familiarity with local in-country languages is an advantage.
  • Strong interpersonal skills with supervisory and organizational abilities.
  • Ability to work effectively within a team environment.
