The Latvian State Scholarships 2025 is a program created to support students and researchers from countries around the globe who wish to do their bachelor’s, master’s or PhD programs in Latvia.
Funded by the Latvian government, it aims to promote international cooperation in education and research which is why it awards scholarships to citizens of 39 eligible countries to study in Latvian higher education institutions.
When selected for the program, you will receive partial funding to cover some tuition fees, living costs, and personal expenses. Travel expenses from a home country to and from Latvia are not covered by Latvian state scholarships.
Tuition Fees
International students at different levels in Latvian Universities are typically required to pay tuition fees ranging from €1,550 to €15,000 for an academic year. Citizens of Latvia and European countries usually pay less than foreigners.
Eligibility Criteria
To be considered for the Latvia State Scholarships 2025, applicants must fulfil the following requirements;
- Have completed at least one academic year in a bachelor’s program
- You are eligible if you are a Master’s or PhD student from any previous higher institution.

Required Documents
- Application form.
- CV/Resume.
- Academic transcripts
- Degree certificates or Diplomas (translated into English or Latvian if necessary).
- Passport or national ID.
- Offer letter, proof of admission or application to a Latvian institution.
- Motivation letter.
- Research proposal (for PhD and research applicants).
- Two or more letters of recommendation
- Language proficiency certificate
Benefits of Scholarship
As a recipient of this partially funded scholarship in the bachelor’s category, you will receive €500 per month. If you are pursuing master’s studies, €600 will be awarded each month. For PhD students, they will receive €700 per month. The scholarship is tenable for up to 10 months for Bachelor’s and Master’s students and up to 11 months for PhD students.
Application Procedure

- Register in the system
- You will then fill in an application form
- During the process, attach all the necessary application documents (translated into Latvian or English) and submit them by the deadline.
