Heinrich Boll Stiftung awards scholarships to deserving postgraduate students who are nationals of countries outside Germany, to achieve their dream of studying abroad. The Heinrich Boll Foundation Scholarship 2025 provides the necessary financial support for these students to pursue master’s and PhD studies in Germany.
Every year, Heinrich Böll Foundation selects approximately 1500 applicants from around the world and supports them through their undergraduate, and graduate programs at German universities, universities of applied sciences, or the arts.
Ideal candidates for these scholarships are those passionate about politics, social engagement, and environmental sustainability. To be among the participants, interested candidates will have to prove their proficiency in the German language and it must meet the high standard of at least B2 Level or DSH2.
The Heinrich Böll Foundation is a globally recognized German political organization established in 1997. It actively supports research, scholarships, and advocacy projects in partnership with NGOs, academic institutions, and government bodies.
Tuition Fees
The tuition fees that international students pay for studies in German universities range from 1500 euros to 2250 euros per semester for Bachelor’s and consecutive Master’s degree programs. Meanwhile, if you are undertaking PhD program, public universities are free of charge for international students.
Eligibility Criteria

- You should have clear motivation for applying. This can be in the form of commitment to social justice, political matters, or environmental sustainability.
- For PhD program, the applicant must present an innovative research proposal, including a structured exposé, realistic timeline, and preliminary research at an advanced stage.
Scholarship Benefits
The benefits attached to the fully funded Heinrich Boll Foundation Scholarship include complete tuition fee coverage for the entirety of the respective programs. You will receive monthly stipend of €934, health insurance, and allowance for travel. Recipients will also have access to mentoring, professional development resources, and networking events within the Heinrich Böll Foundation’s global network.
